In India, many e-wallets and payment platforms, such as Paytm, Google Pay, Amazon Pay, WhatsApp Pay, and banking apps, support UPI payments, allowing customers to send money quickly and easily. All of these services, as well as others, use applications that use this platform to transfer money from one bank account to another. However, the UPI can be used for more than just money transfers. The internet has become a major obstacle to digital payments in India as not everyone has proper communication on their phones. However, thanks to USSD-based mobile banking, it is very possible to send and receive money via UPI on your Android phone, iPhone, or even a basic feature phone without a data connection. In this article, let’s take a quick look at how you can make UPI offline payments offline on any available phone.
The National Payments Corporation of India (NPCI) has introduced a UPI transfer system that does not require the use of a mobile application. USSD 2.0 is a technology that allows mobile device users to send money via UPI even if they do not have access to the internet. This service is provided by USSD 2.0 using the dialing option * 99 #. Activity is made possible by the interactive menu displayed on the smartphone screen, despite the lack of an in-app interface.
Sending and receiving an interbank account in cash, balance questions, and setting or changing the UPI PIN are just a few skills available with the * 99 # service. The * 99 # service is currently available at 41 major banks and all GSM service providers in 12 languages, including Hindi and English.

Here’s how to transfer money using UPI without an internet connection
Step 1: Dial * 99 # using your registered mobile number. Open dialing and dial * 99 # on your phone. A menu will soon appear on your screen with seven different options, including Send Money, Receive Money, Check Balance, My Profile, Pending Requests, Activity, and UPI PIN. The use of each option is described below:
Send Money – To send money to any customer using the various options provided.
Request Money – To raise money by entering a UPI ID or a registered UPI Customer Mobile Number.
Check Balance – To check the balance of your bank account.
My Profile – Know your UPI details, change language, manage UPI ID and beneficiaries.
Pending Activity – Exploring pending UPI requests (if any).
Transactions – Information about the last 5 transactions made through the UPI.
UPI PIN – To set/change your UPI PIN.
Step 2: Select your bank account.
Step 3: Then enter the last six digits of your bank card.
Step 4: Now enter the expiration date of your bank card.
Step 5: Confirm the UPI PIN. After that, you will be able to use this service on your mobile phone.
Step 6: To send money, dial * 99 # on your registered mobile number.
Step 7: To send the money, press the 1 button and then click Send.
Step 8: Select the option you want to use to transfer the money. You can choose 1 from a mobile number, 3 from the UPI ID, 4 from the saved beneficiary, and 5 from the IFSC. If you have selected a Mobile Number: Enter the sender’s mobile phone number.
If a UPI ID is selected: Enter someone else’s UPI ID, for example – 9826xxx123 @ upi.
In the case of a bank payment: You will need to enter a valid 11-digit IFSC code for the beneficiary’s bank account. Then, enter the person’s account number.
Step 9: Now enter the amount you want to send and type in your UPI PIN.
You will receive a message confirming the success of the transfer after completion.
How to disable service
To disable the * 99 # app, open the BHIM app. Click the hamburger menu in the top right corner and select Settings. Here, tap to convert next to USSD Service (* 99 #). Now, enter the default bank account number to disable the * 99 # USSD service.
If disabled, dialing * 99 # will notify you to enter your bank account number again to enable the service.
What if an amount is debited but the transaction fails
As mentioned, * 99 # operates in the UPI, which provides real-time conversion of downtime technology. Any amount deducted but failed to pass is usually refunded to the payment account immediately.
